SOUTH RIVER LEAGUE ALL STAR

TOURNAMENT RULES

 

THE CAL RIPKEN - LITTLE LEAGUE RULE BOOK (Home Team) WILL BE FOLLOWED WITH THE FOLLOWING EXCEPTIONS:

 

 

 

  1. GENERAL 
  1.  Rained out games are to be made up as soon as possible during the regular schedule, but before any play-off games begin. Rained out and cancelled games must be reported to the league  coordinator.

A. Game called due to weather and has not finished 4 innings (3 ½ if home Team is leading) will be made up at earliest time possible. Makeup game will start over from the beginning.

B. Game called due to darkness or time restraints will revert to last completed inning and score will stand regardless of inning.

C. Final day for scheduling games will be Saturday August 2.

 

  1. Prior to the start of every game, a line up must be submitted to the opposing manager.
  2.  All games must begin at their appointed starting time.
  3. If a manager is unable to field a team of 8 or more players within fifteen minutes after the starting time, the game will be called by forfeit.
  4. If a team has at least 8 players at the appointed time, the game MUST begin at that time.
  5. Late starting games WILL NOT be granted additional playing time. No inning may begin at a time which is less than 10 minutes prior to the time at which the following, regular game is scheduled to start.
  6. The time shall be determined by the umpire. It remains the umpire’s responsibility to determine if any inning or part of an inning will begin.
  7. Any inning which can begin 10 minutes prior to the time at which the following game is scheduled to start must be started and completed.
  8. No inning may begin after the game has gone over two hours.
  9. Extra innings are allowed if there is enough time and light to continue to play. This would be the Umpire’s Judgement.

g   In the event that an inning is legally begun and CAN NOT be completed the score WILL revert to that existing at the end of the last complete inning.

Weeknight games starting time 6:00 p.m. - Sat 10:00, UNLESS NOTED as some Fields have lights and may need to start at 5:30 due to game following.

(Coaches Confirm  - Field - Date - Time 48 hours before scheduled game).

 

  1. The home team will have the field for up to 15 minutes before the game is to begin. The visiting team will then have 15 minutes of use before the game begins.

Only AUTHORIZED little league bats and equipment may be used. NO bat with larger than a

  1. 2 5/8 (USA Bat Stamped) barrel shall be allowed. USA Bat rule will be in effect during Tournament.
  2. NO USSSA – Mackos – Cat-9s are allowed. Notify Umpire and bat will be removed from game.
  3. The home team will provide 2 new baseballs and scheduling and paying of umpire.
  1. Helmets must be worn by any player coaching a base.
  2. After 4 complete innings of play, if there is more than a 12-run spread in the score, the game will be called a rout and the team that is leading will be declared the winner.

There will be a 7 run per inning limit in Evan Tanguay and Minor Divisions except for the final inning where there shall be no limit.

 

A maximum roster of 18 players will be maintained. No player shall have reached their 11” (9/10-year-old) or their 13th (11/12-year-old division) birthday by May 1 ,2025 (Cal Ripken) September 1 (Little League) Cal Ripken and Little League have different dates, a waiver for players that may fall in this gap would be granted waiver)

 

The winning team is to report score by email (dwgallagher58@comcast.net). Be sure  to leave League Name - Teams that played - Original date game was scheduled - Score. IF YOU DO NOT REPORT SCORE, YOU DO NOT GET CREDIT TOWARD STANDINGS.

5.  Only the manager, 2 coaches and a scorekeeper are allowed on the playing field.

          Only The Manager may address the Umpire

6.      2 points are awarded for a win; 1 point for a tie. Games must be made up by 8/02/2025 scores that are                              not reported by Sunday morning 8/03/2025 will not count towards standings for playoff.

7.      Playoff Schedules will go out Sunday 8/03/2025. Each Team makes the Playoff which will begin  

Monday August 4

8.    Standings on the website do not take into consideration tie games so they are not completely accurate.                         Example:  A team with 5 wins and a tie would be placed ahead of a team with 5 wins only.

 

B   PITCHING RULES

  1. Evan Tanguay Division: 2 innings per game maximum. 6 innings per week
  2. Minor Division: 3 innings per game maximum. 6 innings per week
  3. Richard Gallagher: Division: 4 innings per game maximum. 8 innings per week
  4. Major Division: 4 innings per game maximum. 8 innings per week

     4.  A pitcher may not go back in to pitch once taken out

     5.  No rest period required

     6.  Pitching week begins on Monday and runs through Sunday.

     7.  No limit on number of pitchers used in game

8. Curve balls will be allowed in Major and Richard Gallagher Divisions. In Minor and Evan Tanguay                 League when a curveball is thrown it shall be called a ball by the Umpire

 

  1. UMPIRES
  1. The home team is responsible for scheduling and paying of umpire. Umpires must be at least 15 years old (patched preferred for Richard Gallagher – Major Divisions). Once a game has started, the umpire is official any concerns of umpire must be discussed before game.
  2. The umpire’s decision shall be final. THERE ARE NO PROTESTS
  3. Please have a copy of the South River rules with you. If you feel there is a rules violation you have ten minutes to show the rule to umpire. If you do not have available, the play stands. Home Team is responsible for Cal Ripken or Little League rule book (based on Hometown affiliation) for rules not covered in South River Rules. If one cannot be produced Umpire judgment is Final.
  4. The starting line-up is to be submitted to the umpires and opposing manager prior to the start of the game. The umpire and opposing manager must be notified of any changes made during the game.
  5. Player arriving after game begins is to be placed at bottom of the order.
  6. No hidden ball tricks will be allowed.
  7. There will be no balks called during this tournament. If a pitcher uses a motion or delivery which would be in violation of the regular little league ball rules, the umpire should instruct the pitcher of the infraction and play will resume.
  8. ABSOLUTELY NO profanity, arguing with umpires to the point that it is disruptive, abusive, or excessive or abuse or equipment by players, managers, coaches, or fans will be tolerated.
  1. The first offense against this rule will result in a warning.
  2. The umpire may, after one warning, eject any player, manager, coach, or fan who continues after warning to display disruptive or abusive behavior.
  3. Upon ejection all of the above will be required to leave the premises.
  1. If an ejected person fails to leave, the umpire may have the discretion to call a forfeit against the team with whom the offending person is affiliated.
  2. A subsequent offense will result in suspension for the remainder of the season.
  3. The umpire will exercise discretion in these matters.
  1. The infield fly rule is in effect for Major and Richard Gallagher Divisions only.

 

 

 

 

 

 

D.   CONTINUOUS BATTING ORDER

1.   All players are placed in batting line-up for continuous batting order. Free substitution (except

          pitcher) All players must have 3 innings in field and at least one at bat.                             

  1. Bunting is allowed but No Slashing - (Fake bunt then swinging away)
  2. There is no advancement to first base on a 3rd strike passed ball. Base runners may advance.

 

  1. SLIDE RULE
  1. A runner may not intentionally initiate contact with fielder in order to obtain base or home plate.
  2. Incidental contact between runner and fielder is allowed, but any runner who hurdles, jumps or initiates contact with a fielder, which in the opinion of the umpire, is excessive, WILL be declared out.
  3. A runner approaching base or home plate must make a reasonable effort to avoid Contact with a fielder.
  1. STEALING RULE
  1. In the Minor and Evan Tanguay division only; stealing will be allowed at 2nd and 3rd base, but not home. EXAMPLE: 1st and 3rd situation: catcher is encouraged to throw out runner at 2nd base. Runner on 3rd cannot score even if wild throw to 2nd.

      EXAMPLE: Runner stealing 3rd base may not score on wild throw to 3rd or any pickoff attempt. A runner on 3rd can only score on a batted ball or when forced in on bases loaded walk or hit batter.

  1. In the Richard Gallagher and Major divisions, stealing will be allowed as prescribed by official little league – Cal Ripken rules.
  2. There is no advancement to 1st base on a 3rd strike passed ball in any Division. Base runners may advance as long as they are not 3rd out of inning.

    

  1. EXTRA OUTFIELDERS
  1. In the Evan Tanguay division, a 4th outfielder may be added No Short fielders (Fielders must be evenly spaced)
  2. Borrowing players – If a Team does not have enough players to field a Team, they may borrow players from another Town South River Team. Team must notify opposing Team. Borrowed players may not pitch and be placed last in order. The same player may not be able to be borrowed more than 2 games. This rule is in place to limit Forfeits as it is very difficult to re-schedule games.

 

 

                  

                                                                                                                            

                             Teams are responsible for their own Insurance.

         

                                                      PLAYOFF’S

 

Each Team makes the Playoff.

Please try not to schedule Tournaments during Playoff week.

Playoff Finals are scheduled weekend of August 9-10

Playoff Pairings will be sent out on Sunday August 03
